Under &quot;A start tag whose tag name is &quot;li&quot;&quot; in &apos;in body&apos;:
&quot;3. If node is not in the formatting category, and is not in the phrasing category, and is not an address or div element, then jump to the last step.&quot;

When node is &apos;p&apos;, step 3. breaks the loop and jumps to step 5. This is inconsistent with IE8. The spec used to be consistent with IE here.

In addition to address and div, p should probably not break the loop.</thetext>
