This paragraph is intended to set the stage for section 4.5, which has a totally different title from either the original or the suggested revision. I think section 4.5 could be better express to make it more explicit about the positive role of the constraints rather than the negative perspective that the section seems to take: "Don't use the constraint and interoperability is not guaranteed." I think that should suffice and is consistent with the other paragraph headings - which take no position on their topics.
