<thetext>Section 4: suggesting changing paragraph title "Consistent Model Validation" to "Constrained Model Validation". "Consistent model validation" is nowhere else mentioned in the document and may imply that SML-IF model validation will avoid inconsistencies in the SML model validation process. The theme here is that interchange set validation is a constrained form of model validation.</thetext>

<thetext>In reading this section, it seems to me that the intent really is to provide a consistent way of interchanging models. Naturally, this is done through constraints, but I'm not convinced the title Constrained Model Validation reflects the intent.</thetext>

<thetext>Actually, I think the situation is a little worse than a co-ordinating the paragraph title with the alleged intent and/or content of the paragraph. This paragraph is intended to set the stage for section 4.5, which has a totally different title from either the original or the suggested revision. I think section 4.5 could be better express to make it more explicit about the positive role of the constraints rather than the negative perspective that the section seems to take: "Don't use the constraint and interoperability is not guaranteed." (But I think fixing this focus of 4.5 could wait to after LC.)</thetext>

<thetext>I suggest dropping 'consistent' altogether. The 'topic being addressed' (as indicated in sentence 1 of the section) in this paragraph is simply "Model Validation". I think that should suffice and is consistent with the other paragraph headings - which take no position on their topics. So my suggestion is to use just "Model Validation" for the paragraph heading.</thetext>

<thetext>Resolution on 2/21 call is to remove word "consistent" from para heading.</thetext>
