<thetext>Section 8.1.3 sml:nilref is non-normative but contains the statement "This attribute MUST NOT be used on an element unless it also has sml:ref="true" specified." Section 4.1.2, which is normative, does not make any such statement.

Proposal:

1. Remove sentence from 8.1.3
2. Do NOT add this statement to 4.1.2</thetext>

    <thetext>Since Bug 5462 has been agreed on, I fixed this bug per the proposal. I believe that was the intent of the WG. The section was changed from:
--------
9.1.3 sml:nilref

This global attribute is used to identify null SML references. This attribute MUST NOT be used on an element unless it also has sml:ref="true" specified.

<xs:attribute name="nilref" type="xs:boolean"/>

Any element that has sml:nilref="true" or sml:nilref="1" will be treated as a null SML reference.
