The node set a non-null SML reference resolves to is its target.  
SML null references have no target.
[Note: I worded the 1st sentence VERY carefully so it is consistent with 4.1.2.1 which (a) equates target to resolving the ref (b) allows a ref to resolve to &gt;1 target element].
This definition is used in multiple sections that follow, including 4.3 which is now pretty distant.

4.1.2.1 At Most 1...
remove &quot;(or resolve to)&quot; since this is now covered above.

4.1.2.3 Null References
