I'm not sure about the origin of the '!!', but it seems to have disappeared from the editors' copy of the spec. The extra whitespace in the URL pattern ".../vX.Y/ Ne" appears to be an artifact of our use of tidy, which introduces a newline at that point in its output. In the phrase "14 kinds of component in all", I think different native speakers may have different intuitions about whether "component" needs to be plural or not; my own instinct is that it does not, but I am open to persuasion on the subject. I notice a number of parallel formulations; some of them use plurals and some use the singular, so if we change this one I think several others should also change. The missing blank in 2.2.3.1 has been supplied. I've changed the stylesheet so that it no longer generates that ill-placed comma in an if/then construct where the condition ends with a numbered list; in addition to the place you mention there were four others. The extra "and only if" in 3.3.5 has been suppressed.
