Note the &quot;Ed. note&quot;. SML-IF needs to answer whether portable behavior is desired/required.

Also note that &quot;be&quot; is missing between &quot;MUST&quot; and &quot;placed in&quot;.</thetext>

    <thetext>Given that a consumer is not required to resolve the locator element (i.e. attempt to retrieve the doc referenced by locator, a portable interprtation of locator does not appear to be imortant for the SML IF spec.

Recommend resolving this as WON&apos;T FIX</thetext>
