This divides content of the XML document into classes: 1) translatable content 2) non-translatable content. In this second class there are structural elements of the document (like paths to document includes, font colors, table size definitions, etc.) and non-translatable phrases (like quoted program code which should appear in target document, original quotes, not translatable book titles, names, etc.). It might be helpful to introduce a third value for this attribute to separate the above mentioned two classes. It would be helpful to mark the difference between structural elements of the document and non-translatable content, because the content should be displayed to the translator as a context of the translation, while the structural elements should not.
