<thetext>Title: update namespace document

Description: Now that we have chosen to go with the http://www.w3.org/ns/ws-policy namespace, and that we intend that it not change as the specs transition through CR, PR and REC, we should update the namespace document accordingly.

Justification: see above

Proposal:

Step 1: deprecate the old namespace at [1]

[1] http://www.w3.org/2006/07/ws-policy/

Add a note:

Note: this namespace has been deprecated. The new namespace for the Web Services Policy 1.5 specifications is 'http://www.w3.org/ns/ws-policy'.

Step 2: change the text in the first para of the 'Stability of this Namespace URI' section as follows:

It is the intent of the W3C Web Services Policy Working Group that the Web Services Policy 1.5 - Framework and Web Services Policy 1.5 - Attachment XML namespace URI will not change arbitrarily with each subsequent revision of the corresponding XML Schema documents as the specifications transition through Candidate Recommendation, Proposed Recommendation and Recommendation status. However, should the specifications revert to Working Draft status, and a subsequent revision, published as a WD, CR or PR draft, results in non-backwardly compatible changes from a previously published WD, CR or PR draft of the specification, the namespace URI will be changed accordingly.</thetext>

<thetext>1. Framework Section 2.3 and Attachment Section 2.2 will be also changed since the material in the namespace document.
2. Change the old namesapce document to state it is depcrecated and to point to the new one.
3. Change the new ns namespace document with the proposed text.

Adopted by the WG at its Feb 7 meeting. See:
