    <thetext>The Policy Attachment document says in section 3.4 &quot;Domain expressions ... such as endpoints, messages or resources with which a policy can be associated. For example, domain expressions may be used to refer to WSDL 1.1 definitions, WSDL 2.0 components, endpoint references, etc.&quot;

We need to add references to where the domain expression syntax is defined for WSDL 1.1 elements (Dave Orchard&apos;s W3C Note in preparation) and WSDL 2.0 components (Appendix A of the WSDL 2.0 Specification.)  We also need a few words on how effective policy is calculated for policies attached in this manner (similar to directly attached policies).</thetext>
