    Is that talking about &apos;namespace declarations&apos; only, or should it be
    taken to include other declarations that bind a namespace prefix to a
    target namespace (module import, schema import, module declaration)?
    (Mind you, strictly speaking, the module declaration isn&apos;t in the Prolog.)

    My guess would be that you meant the latter (because it seems sensible to
    extend the restriction that way), but the placement and wording suggest
    the former. I believe the Test Suite only tests for the former.

    Either way, it should probably be clarified. (Unless I missed the
    clarification somewhere else.)</thetext>

Thank you for your comment. In a meeting on 12/12/2006, the Query Working Group accepted your suggestion and agreed to clarify the rules that prevent multiple bindings of a namespace prefix within a module. The clarification will be completed before the XQuery specification becomes a W3C Recommendation.
