We had a term attribute to set to "yes" or "no" initially. Then we decided it was not necessary because we would always set it to "yes". I think now it was a mistake: There are cases where one may want to override in a given document some global external rule that says a given element is a term. I would propose to re-instate the term="yes|no" in <termRule>. This would allow overrides, and be more conform to all the pattern we have for the other data categories, and avoid confusion.
