    <thetext>Title: Conformance Sections needed for both specs 

Description: 

Currently, the WS-Policy Framework [WS-Policy] and WS-Policy Attachment [WS-PolicyAttachment] specifications do not contain a conformance section. 

Justification: 

Other WS specifications that specify a language, protocol or utilization of a language contain a conformance section in W3C and other standards organizations. 

The examples include, but not limited to,  

-- WSDL 2.0 specification [WSDL 2.0] Section 1.2 Document Conformance and Section 8. 
-- WS-Addressing SOAP Binding Specification [WS-Addressing SOAP Binding] Section 8. 
-- WS-Addressing WSDL Binding Specification [WS-Addressing WSDL Binding] Section 6. 

Target: WS-Policy Framework and WS-Policy Attachment specifications 

Proposal: 

Add a separate conformance section to both specifications, WS-Policy Framework and WS-Policy Attachment.
