The way to use ITS with XHTML and keep the XHTML document conformant is to use external ITS global rules. Even local information within the document that would be handled by ITS attributes can be set indirectly.

The following example 31 is not an XML document. How do you define the relationship between the two pieces (its and XHTML) in a stream of text.

Maybe a suggestion would be to use the &quot;link&quot; element

This example is now in the Best Practices document [1] as Examples 13 and 14.
There is no formal relationship between an external rule set (Example 13) and the document wher it may be apply. We expect ITS-aware tools to make such association.

Currently if an explicit association must be made, it should use the href attribute of &lt;its:rules&gt; (and therefore allow at least &lt;its:rules&gt; within the document.

Note that we may end up proposing and XHTML module.

We have removed the example to the Best Practices document. As for
question regarding a media type like &quot;application/its+xml&quot;: We do not
indent to define such a media type, since (A) the linked documents may
contain ITS global rules, but only as a part (i.e. not with &lt;its:rules&gt;
as the root element), and (B) the ITS draft does not define any behavior
relying on media types.
