What it means is that the prefix is predefined in XQuery. These dates are coded into the ns-*-.xml documents using XML entities. Note also that both the F+O 3.1 and XSLT 3.0 build scripts generate a namespace document for the fn namespace, and these have diverged. The XSLT 3.0 version takes document dates from the /etc biblio database, which is maintained automatically by the build system.
