    <thetext>In bug #29308 we introduced the dependency simple-uca-fallback to indicate that the test uses a UCA collation and expected that if there was a fallback, then it obeyed some basic hygiene rules. I propose adding this dependency, and adding to the documentation for simple-uca-fallback the fact that the parameter level=secondary is recognized as giving a case-blind comparison for ASCII letters.

(We should also perhaps replace the &quot;traditional&quot; case-blind collation with this mechanism.)</thetext>
