My reading of the spec is that if a specific version of UCA is requested, then (a) if fallback=yes, or fallback is absent, the system should use the requested version of UCA if available, or fallback to a different version otherwise. This is irrespective of whether a version of UCA with that specific version number actually exists. (b) if fallback=no, the system must either use the requested version of UCA, or fail with FOCH0002.
