The problem occurs when there is change markup such as <p at="P-bug22767"> and we are generating diff markup for draft R only and <loc href="bug22767"/> appears in the change appendix. I think that in most (but perhaps not all) of these cases the change markup is incorrect and should say <p at="R-bug22767"> 111424 2 mike 2014-09-12 09:11:27 +0000 Changed the stylesheet so the links in the changes appendix are included only when (a) the referenced change is associated with the relevant bug, and (b) the change occurred in a draft for which we are producing highlighted changes.
