    <thetext>Substep 3.2 does not check if the byte is in the range 0x40 to 0x7E or 0x80 to 0xFC, so it allows for byte sequence F0 00 to be decoded as U+DFC0 for example. This is obviously contraty to the original pseudocode by Masatoshi Kimura in Bug 24130.</thetext>
