    <thetext>In the Nov 3 CR, a new error code XQST0088 has been introduced to flag

   import module namespace &quot;&quot;;

but there is no error defined when a library module starts

   module namespace p = &quot;&quot;;

Since such a library module is rather useless (it can never be imported), I
propose we flag this with the same error code XQST0088.
