Most text track formats do not have explicit coverage of the whole timeline, so the only way to know this is to retrieve the entire resource. It might be reasonable to wait if you know you're seeing things come in for a long way before the playback point, but for a live stream, cues will tend to arrive just-in-time in normal operation.
