    <thetext>Is a trailing decimal point allowed in the seconds field of dateTime and time? 
For example, is &quot;12:45:00.&quot; allowed? 3.2.7.1 says &quot;any number of digits after 
the decimal point is supported&quot;, but I believe ISO 8601:2000 requires that any 
fractional part have at least one digit.
