I believe what they really want is the Custom Elements specification (and matching polyfills). First, I pushed the links to normative documents out of the preamble and into each of the relevant sections. This should let readers drill down to spec bedrock more quickly. This also highlights that there is no normative description of Decorators yet, which was reportedly a point of confusion. Lastly, the document could deliver better on the promise in the introduction.
