There is a good reason for this: it makes links very different from normal text: the blue color is very different from the black text color, and underlying links make them visible even for color-blind people, which make 10% of the male population. The web-platform theme uses undecorated links, and their color is very close to the normal text color. I'm only slightly color-blind, and I find it very hard to distinguish links from normal text, which is quite ironic for a web site about best practices of the web (which was invented to display hyper-text markup documents). May I suggest bumping up the brightness and saturation to something like #0086b3, and also the use of border-bottom:1px over text-decoration:underline, with a much lighter shade (e.g. #86b1b3).
