(Note that since 1.0 e2 does have a BNF for base64Binary, the proposal does not necessarily need to provide a new one; it may just define the existing one using the markup we've used for the other new BNFs. The WG amended the wording proposal produced by the editors and approved it as amended. The change proposal adopted by the WG appears in the Last Call Working Draft of February 2006.
