The WG decided in May 2005 to align XML Schema 1.1 with XML 1.1;
in July, a WG member asked to reopen the decision

    <thetext>On 27 January 2006 the WG adopted a proposal to make it
implementation-defined whether schema software supports
the XML- and Namespaces-dependent types using the definitions
of NCName, Char, etc. found in 1.0 of those specifications,
or the definitions found in 1.1, or both.  Similarly,
when schema validity assessors read XML as input (as
opposed to DOM trees or some other representation of the
infoset, where version information may be unavailable),
support for 1.0, 1.1, or both is implementation defined.

In the case of the datatypes, it is recommended that 
the choice of which flavor of the datatypes to use should be 
under user control.  In the case of XML input, it is
said only that the choice may be under user control.

The WG also agreed that we should augment the PSVI to
show which version of the relevant types was used; that
will be tracked in another issue.</thetext>
