In step 13, &quot;most appropriate application cache&quot; could be nothing. For exmple,
if the user &quot;View Image&quot; from a page that isn&apos;t cached (while the image with
the same URL is in the appache of another cached page). Or perhaps you could
just say UA may skip this step (e.g. shift-reload).
