component of the static environment.&quot;
    Section 4.12 of the XQuery doc says:
        If the URILiteral part of a namespace declaration is a zero-length
        string, any existing namespace binding for the given prefix is
        removed from the statically known namespaces.
    This doesn&apos;t appear to be handled.</thetext>

    The word &quot;any&quot; is very odd there. Also, the word &quot;it&quot; doesn&apos;t have a clear
    antecedent. How about this:
        In case ... string, the namespace prefix is marked as #UNDECLARED in the
        static context.</thetext>
