However, the specification doesn't seem to define how the new XQuery copy namespace (as defined in seciton 5.9) mode is determined and used here. We have agreed to accept the first alternative solution (add a note saying that this will not be formally specified). However, if the commenter wishes to propose specific text and rules, we would be willing to consider that contribution.
