That file was forked to make the TR/ CR, and in that fork, it was changed to W3C. Please stop filing bugs about nonsense like this. If you think that using this bug tracker to track these kind of problems is a waste of your time then I recommend you simply stop replying, and let the W3C team deal with the bug once it's relevant (on publication time).
