This could be done for a specific set of elements or generically. It appears that the way the extension mechanism is defined in the P3P schema we cannot add such elements in arbitrary places -- for example, I think we can add them to high-level elements such as PURPOSE but not as sub-elements of individual PURPOSE elements. There is some interest in adding these elements selectively, but also concerns that sites will try to use them to gain more wiggle room. We agreed that we need to consider proposals on a case-by-case basis. Nobody has raised any specific proposals to date. This item will be closed in a few weeks unless someone comes forward with a specific proposal for us to consider.
