For SMIL Animations there is a section "The animation sandwich model"[1]. The wording there lead to some wrong assumptions and does not consider CSS animations or transitions. That is why CSS3 Animation should fill the gap. The image http://dev.w3.org/csswg/css3-animations/sandwich.png needs an update as well. Rik Cabanier from the SVG WG got an action to find ways to harmonize SMIL animation and CSS Animation/Transitions independent of this specification.. Therefore the SVG part of this bug report is invalid.
