9.5.1 (Positioning the float: the &apos;float&apos; property) says:

   #   Applies to:  	all, but see 9.7

   # This property specifies whether a box should float to the left,
   # right, or not at all. It may be set for any element, but only
   # applies to elements that generate boxes that are not absolutely
   # positioned.

The fact that it may be set for any element is axiomatic to CSS so that clause can be removed.

The remainder of that sentence alludes to what is said in 9.7, but its use of &quot;applies to&quot; is different from the sense of the &quot;Applies to&quot; line (and indeed would directly contradict the &quot;Applies to&quot; line were the two senses the same). What is meant in that sentence is that the property doesn&apos;t have an effect on abspos elements.
