This may, from time to time, also involve some reorganization of sections. What I would like to be able to do is blitz the old spec sections and replace with the latest version. The sections data is for sections of a _specification_, not the test suite. The individual tests should be linked to the relevant sections of the specifications that they are testing (the <link rel='help' ... /> in the test metadata). The sections import is only to be used to list all the targets of those links in their relevant specifications.
