    <thetext>Are you suggesting that a normative reference is needed, i.e. that our
specifications don&apos;t completely define regular expression semantics without such
a cross-reference? Or are you suggesting that we should provide such a reference
as a kind of historical note explaining how we arrived at our specification?

    <thetext>I took a look at UTS 18.  Its purpose is to teach users how to use Regex&apos;s with
collations and warn them of possible difficulties and gotchas.  I agree that
such information may be useful to users of XQuery but I&apos;m not sure we need to do
anything about this.  So, my first reaction is -- do nothing.  The Unicode
Consortium has published this useful document and that&apos;s great!  Thank you!  If
that&apos;s not acceptable, then I would suggest we add a Usage Note to the F&amp;O that
says &quot;BTW, there are special considerations in using Regex&apos;s with collations. 
Please take a look at UTS18 if you are planning to do that.&quot;

adding a note to the F&amp;O section 7.6.1 that says &quot;It is recommended that
implementers consult [Unicode Regular Expressions] for information on using
