This text refers to "a default behavior". Exactly which default behavior is that? If it is intended to be UA implementation dependent, then it should state that. However, that leaves things rather ambiguous. I would suggest coupling the default state to an explicit value, e.g., 'false', or something more specific that is currently specified "possibly based on the parent element's own spellcheck state".
