WAI-ARIA says the &quot;list&quot; role is a sub-class of the &quot;region&quot; role.  But the
description of &quot;region&quot; suggests it is not appropriate for all lists.  Simple
lists may not want to be &quot;included in a ... table of contents&quot;, and it seems
odd to say they SHOULD include a &quot;heading referenced by aria-labelledby&quot;.


    &quot;A large perceivable section of a web page or document, that the author
feels is important enough to be included in a page summary or table of
contents, for example, an area of the page containing live sporting event
statistics.

    &quot;The &apos;page summary&apos; referenced above is a structure created dynamically
from the page after it is loaded as a means of quickly describing its overall
organization. It may be created by the author using a script, or by assistive
technologies.

    &quot;Authors SHOULD ensure that a region has a heading referenced by
aria-labelledby. This heading is provided by an instance of the standard host

Looking at the other sub-classes of &quot;region&quot;, which include &quot;listbox&quot;, I&apos;m pretty sure the description of &quot;region&quot; does NOT apply to its sub-classes.</thetext>
