WAI-ARIA says the "list" role is a sub-class of the "region" role. But the description of "region" suggests it is not appropriate for all lists. Simple lists may not want to be "included in a ... table of contents", and it seems odd to say they SHOULD include a "heading referenced by aria-labelledby". "A large perceivable section of a web page or document, that the author feels is important enough to be included in a page summary or table of contents, for example, an area of the page containing live sporting event statistics. "The 'page summary' referenced above is a structure created dynamically from the page after it is loaded as a means of quickly describing its overall organization. It may be created by the author using a script, or by assistive technologies. "Authors SHOULD ensure that a region has a heading referenced by aria-labelledby. This heading is provided by an instance of the standard host language heading element or an instance of an element with role heading that contains the heading text. "When defining regions of a web page, authors are advised to consider using standard document landmark roles. If the definitions of these regions are inadequate, authors can use the region role and provide the appropriate accessible name."
