( http://dev.w3.org/html5/spec/rendering.html#phrasing-content-1 ) is not reasonable. It imposes nearly indefinite research requirements onto any implementers intending to produce an implementation supporting the suggested default rendering. If the HTML specification wants to require that user-agents observe quotation styles for various languages, it should specify what those styles are or cite a (potentially evolving) document that does.
