Section 2.2.1, Conformance Classes: Visual user agents that support the suggested default rendering 
User agents, whether interactive or not, may be designated (possibly as a user option) as supporting the suggested default rendering defined by this specification. User agents that are designated as supporting the suggested default rendering must implement the rules in the rendering section that that section defines as the behavior that user agents are expected to implement. 

Proposed:
Add the following sentence to the end of this paragraph.

A user agent or assistive technology may override the suggested default rendering (e.g. color, font-size, focus style) for the sake of accessibility, readability, or other personal preference.

Reasoning:
The first sentence of this section seems to imply that user agents can offer user preferences around default rendering. The proposed sentence simply emphasizes that point and gives some examples of why this may be desirable at times.</thetext>

Check-in comment: Clarify that the default rules are just defaults. They&apos;re really just intended to provide a baseline for testing and for users with no particular accessibility needs or preferences.
