I expect this condition includes errors such as being unable to resolve the URI and XML parsing errors.  However, XQST0114 is already used for another purpose.

    It is a static error for a decimal format declaration to define the same property more than once [err:XQST0114].</thetext>

For the record, I&apos;ll merely add that the WGs agreed with the bug report and with a proposal to create a new error code to correspond to this situation.
