It's not 3rem either, since that would scale with the root element. So this isn't achievable with CSS (sigh). But you could still note the ratios from the CSS 3 Fonts draft: http://dev.w3.org/csswg/css3-fonts/#font-size-prop 3/5, 8/9, 1, 6/5, 3/2, 2, 3, where 1 is the user's font preference. Then CSS can reference HTML for this instead of repeating it. Alternatively, HTML could reference CSS.
