Rationale: The term &quot;fire a scroll event&quot; isn&apos;t used in the HTML standard. There&apos;s no dependency here, you can implement onscroll completely independently of whether it ever gets fired by anything, and you can fire it independently of whether there&apos;s an event handler attribute.</thetext>
