    <thetext>Please document in the HTML working group decision policy the procedure for reopening an issue. 

For instance is it something like:

Step 1: HTML WG member sends a message to the HTML working group addressing the &quot;Revisiting this Issue&quot; points in the original decision, providing rationale, and asking for the issue to be reopened.
Step 2: Discussion on the HTML working group list.
Step 3: Poll the HTML working group to determine if reopening is merited.
Step 4: Decision by the Chairs on reopening.
Step 5a: If decision is no, the issue is not reopened. 
Step 5b: If decision is yes, the issue is reopened and the procedure is restarted with another round of change proposals as in the escalation section of the current policy.

Thanks, Maciej. That makes it easier to explain then. The W3C Process Document says what that the Chairs may reopen a decision and basic criteria for doing so but it doesn&apos;t explain what happens next.

Would it be possible to incorporate something like the following into the HTML Working Group Decision Policy document:

Reopening an Issue

1. The Chairs may reopen an Issue after a decision has been made based on:

2. To do this, send a message to the Chairs and copy the HTML working group.
3. If the Chairs decide to reopen the issue, the process is restarted at:

For #2 if the Chairs want anything else specified in the email, would be good to list it.

I would prefer that the request to reopen be accompanied by a change proposal, and for the process to continue with step 3.</thetext>

    <thetext>While this may need wordsmithing, we should also add something along the effect of: &quot;lacking refutation or additional new information, this new information and proposal would likely have been enough to materially change the decision&quot; to the policy.  Any lower bar would not be a productive use of the Working Group&apos;s time.</thetext>
