Table of Contents higher up.

Hello,

I am reading this document for the first time. It is great to have as a
reference, quickly accessible through a bookmark. However, it would be nice to
have the table of contents closer to the top of the page. This way I wouldn&apos;t
have to scroll down every time I visit this page.

Rationale: see comment 1. Also, is this specifically for the full spec with user agent requirements, or do you just need the author requirements? We&apos;re working on a version of the spec for Web developers specifically (developers.whatwg.org) which might do what you want too.</thetext>
