The HTML and CSS specifications should state that the vertical scrollbar of an element below &lt;body&gt; and of the &lt;body&gt; element of a document being displayed in a frame or iframe should be on the &quot;end&quot; side relative to the element&apos;s direction.</thetext>

    <thetext>Seems like an issue for CSS, since whether the scrollbar appears at all is controlled by CSS properties.</thetext>

Rationale: Where the scroll bars render is a presentational concern, and out of scope for HTML. HTML barely mentions scroll bars, in fact (and only in relation to historical APIs).</thetext>
