This links to 2.4.4.1: http://www.w3.org/TR/html5/infrastructure.html#valid-non-negative-integer. This indicates that if the value is negative, the parsing algorithm should "return an error". Does this mean the attribute should be ignored, or it should be set to clamped to zero, or some other behavior? Please don't confuse author conformance criteria ("must have values that are valid non-negative integers") with anything to do with user agent conformance criteria. They are separate.
