Change Description: no spec change
Rationale: You can use &lt;input type=file&gt; without a form at all, via script. It would be unfortunate to require that such an input avoid being put in an unrelated form, even for just a moment (e.g. while providing the user with some UI to fill in other controls from a file or some such).</thetext>
