Description:

As presently defined, the outermost element from which style inheritance occurs is region (in intermediate synchronic document). Consequently, regions themselves cannot inherit styles. Consider allowing region to inherit from either layout or tt element. My preference would be to inherit from layout (in intermediate synchronic document).
