Pilot 2: WebMCP polyfill

WebMCP is an incubation of the Web Machine Learning CG
The CG initiated work on a polyfill to support experimentation
The CG CLA (or W3C generally) does not systematically handle code
The CG wanted the code to be close to incubation (then standardization)
The CG reached out to propose the polyfill as a pilot

WebMCP polyfill initial project goals

Publish the polyfill as an npm package
Make progress on two features: lifecycle events and declarative support
Monitor the evolution of the WebMCP specification and align code as needed
Keep up with Web Platform Tests coverage

... and disappear when the polyfill is no longer needed.
