Process CG Update
April 8, 2025
Philippe Le Hegaret, plh@w3.org,
Process CG Co-Chair
For the AC Reps (1/2)
- Align with Bylaws:
Restrict elections and votes to those in Bylaws Good Standing
- Refine the AC Appeal to account for low participation:
- Simplify:
No more Proposed Recommendation: AC Review will happen on a (team-verified) Candidate Recommendation Snapshot
For the AC Reps (2/2)
Update charter handling by Team:
- Substantive changes after AC Review gets formal review from AC subset who reviewed
- May formally request that the Team initiate
charter refinement
(5+ may request an AC appeal if Team rejects)
Charter Refinement
Clarify charter handling by Team before AC Review
- Clarify roles and responsibilities for ensuring that new charters are well-socialized and mission aligned.
(Charter facilitator, wide review, disposition of comments)
- Increase predictability and accountability by recording Team decisions not to initiate charter refinement or AC review.
(Declining to start work on a charter is a Team decision)
- If Team declines, provide an efficient and low-cost way for handling dissent to the Team’s decision.
(5+ AC Reps may request an AC appeal)
- Formal Objections on draft charters are processed after AC Review
For AB and TAG
- [Council] TAG/AB excluded from voting on their own decisions/proposals (but they can still participate)
- [Council] Relax the criteria for
Unanimous Short Circuit, to allow for a few absences
- Recall procedures for TAG and AB
[Proposed] Timeline
-
mid-April 2025: wide review of the draft Process
TODO: PSIG feedback?
- mid-May 2025: AC review of the proposed Process
- June 30, 2025: New Process adopted
But, feel free to comment at any time!
