RS: the only thing that is keeping us from PR is the menu events.
... James reported that generating the events in Safari may take longer.

JS: it is a SHOULD. The MUST comes in *if* the browser uses the events. Then they *MUST* be as follows.

JS: It would nice, if the computation is language specific (Html, SVG), then generate the flow chart as we change the spec.

MC: we do want this to be backward compatibility.

RS: But, we could say that the 1.0 algorithm is for, say, html 4.
